RESPONSIBILITIES:

The Controller is responsible for assisting the Chief Financial Officer in managing the business and financial affairs of the university as well as developing and recommending polices related to each of these areas.  The Controller reports to the Chief Financial Officer and is responsible for providing leadership and coordination of the Business Office staff. 

SPECIFIC TASKS
AND DUTIES:

1.  Acts with integrity in all matters and exhibits behavior that reflects the highest ethical and professional standards.

2.  Leads and directs the following areas of the Business Office:  Financial Accounting and Banking services, Accounts Receivable, Accounts Payable, Student Accounts, Cashiering and Collections.  Involves supervision of thirteen employees at the Plainview campus and the remote overview of Business Office processes at twelve external campuses.

3.  Assists the CFO in managing all financial operations of the university, including the design of the university’s financial reporting format, the preparation of a comprehensive annual financial analysis and the provision of that data required for the annual audit.

4.  Maintains financial management systems and internal controls required to safeguard University assets and confirm that accounts are accurate and appropriately maintained.

5.  Ensures that appropriate internal controls and procedures are used for cash management, accounting records, internal financial reporting, and all other financial transactions and functions.

6.  Assists the CFO in reconciliation processes.

7.  Guides Business Office staff in the preparation of the annual external audit.

8.  Provides recommendations for improving university-wide financial management practices. 

9.  Ensures accounting procedures conform to Generally Accepted Accounting Principles (GAAP).

10.  Interprets state and federal regulations and Department of Education policies and procedures.

11.  Provides external reporting of the university’s financial and economic condition and results of operation and external funding from grants, gifts and contracts.

12.  Provides direction in strategic planning to support budget and goals accomplishment for areas of responsibility.

13.  Provides the CFO and other university officials with appropriate financial information, data, records and opinion.

14.  Plans Business Office participation in student registrations throughout the year.

15.  Works closely with the Financial Aid office and the University Bookstore to meet student needs.

16.  Builds strong relationships university-wide, particularly with budget directors.

17.  Develops and establishes finance organizational strategies by:

a.  Contributing financial and accounting information, analysis, and recommendations to strategic thinking and direction

b.  Establishing unit objectives in line with organizational objectives through the Planning,     Budgeting, and Effectiveness program

c.  Identifying opportunities for improvement, cost reduction, and systems enhancements

d.  Resolving problems and implementing change

18.  Serves as a financial and university leader, contributing to Wayland’s culture, policy, financial and spiritual framework. 

19.  Updates job knowledge by remaining aware of new regulations; participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.

20.  Administers those personnel and budgets which fall under the administrative oversight of the Controller, including:

a.  Develop, with appropriate university input, and forward for approval, those policies which define university practice in areas of assigned administrative oversight.

b.  Monitor policies and procedures designed to ensure that all personnel assigned to areas of oversight perform appropriately.

c.  Conduct annual evaluations of those programs and personnel directly responsible to the Controller.

d.  Advise the CFO regarding the status of all areas for which administrative oversight has been assigned. 

21.  Resolves Business Office matters involving students/parent concerns and personnel issues in accordance with University policy and procedures.

22.  Manages the promotion of quality service and excellence in the handling of duties and solving problems.

23.  Participates in appropriate university and community events to promote Wayland and the Business Office.

24.  Assists the CFO with other duties as assigned.

25.  Monitors student workers employed by the Business Office.

QUALIFICATIONS: A commitment of Christian Higher education and in agreement with the purposes and philosophy of Christian higher education as promoted by the Baptist General Convention of Texas in general and Wayland Baptist University in particular.
Education, Certification and Licence:

1.  Bachelor’s Degree, required.

2.  Certified Public Accountant licensure (current), required.

3.  Master’s degree or equivalent; or a minimum of 8 years related experience, and/or training, or equivalent combination of education and experience.

Experience & Knowledge:

1.  Eight years of progressive management experience in financial and administrative services, preferably in higher education or a non-profit organization.

2.  Possess a thorough understanding of Generally Accepted Accounting Principles (GAAP) and fund accounting.

3.  An energetic, forward-thinking and creative individual with high ethical standards and appropriate professional image.

4.  A strategic visionary with sound technical skills, analytical ability, good judgment and strong operational focus.

5.  A well organized and self-directed individual who is “politically savvy” and a team player.

6.  An intelligent and articulate individual who can relate to people at all levels of an organization and possesses excellent communication skills.

7.  A good educator who is trustworthy and willing to share information and serve as a mentor.

8.  A decisive individual who possesses a “big picture” perspective and is well versed in organizational systems.

Skills & Abilities:

1.  Must have a commitment to Christian higher education in general and the purpose and philosophy of higher education as promoted by the Baptist General Convention of Texas in general and of Wayland Baptist University in particular.

2.  Strong working knowledge and experience in complex business management strategies and operations of a higher education institution.

3.  Experience with Microsoft Windows and the Microsoft Office suite.  Preferred, but not required, to have an understanding of higher education software, including but not limited to Great Plains, FRx, PowerCampus, Self Service. 

4.  Excellent verbal and written communication skills with special aptitude for compiling, interpreting and communicating financial data and narratives.

5.  Strong interpersonal skills that develop effective management relationships with all levels of staff and colleagues, with the ability to professionally represent the University to external constituencies in business matters.

6.  Exceptional ability to interact with members of the University Council, Academic Deans, Campus Executive Directors & Deans in the planning and administration of university policies.

7.  Ability to apply critical problem-resolution and forecasting techniques to complex issues relating to University financial planning and administration in a collaborative setting.

8.  Ability to manage multiple priorities and tasks in a demanding, fast-paced environment.

9.  Must demonstrate honesty, reliability, dependability, accuracy and determination.

10.  Working knowledge of higher education institutions, financial regulations and guidelines.

Additional Requirements:

Must have no delinquent or defaulted Student Loans.  A credit check may be conducted to insure the requirement is met.
